Execute transmission service agreements with customers

Finalize engineering and design

Arrange equity and construction financing

Execute engineering-procurement-construction contracts

Initiate procurement activities

Construct project

Execute operation & maintenance contracts

Phase 3: Operations and Permanent Financing

Declare project's commercial operation date

Arrange permanent financing

Secure permanent project capacity rating from WECC

Operate and maintain project
